Foundation and background

AMBILAMP is a non-profit Producer Responsibility Organisation (PRO) established in Spain to fulfil the obligations of its members arising from Extended Producer Responsibility (EPR) for lighting equipment and other WEEE under Spanish and European WEEE legislation. AMBILAMP started its operations on 9th June 2005 by a group of producers of lighting equipment in Spain. AMBILAMP operates exclusively at national level in Spain and is not part of a larger corporate or international group.

The AMBILAMP System

AMBILAMP is constituted by an Executive Board with 4 representatives and a General Assembly with representation of all associates to the Association. Currently it has 661 producer members. On behalf of its member producers, AMBILAMP ensures the organisation and coordination of collection, logistics, treatment, reporting and communication activities. The system operates on a non-profit basis and is governed by its members, ensuring transparency, efficiency and equal treatment for all participating producers. The system covers all the WEEE categories. AMBILAMP is ISO 9001 and ISO 14001 certified.

Legal and Regulatory Framework

AMBILAMP operates within the Spanish legal framework transposing Directive 2012/19/EU on Waste Electrical and Electronic Equipment (WEEE), in particular under Royal Decree 110/2015, which establishes the obligations of producers, collection systems and treatment requirements in Spain.

Core Activities

AMBILAMP operates along the entire WEEE value chain with the objective of ensuring environmentally sound management of waste lighting equipment and WEEE on behalf of its members.

Its core activities include:

  • Organisation of WEEE collection from municipal and private collection points
  • Provision of containers
  • Coordination of transport logistics
  • Treatment through authorised facilities
  • Reporting to competent authorities
  • Development of communication and awareness-raising activities

Financing System

The financing system is based on an annual fee charged to producers by product category, covering collection, containers, transport, treatment, communication and reporting activities. Any additional services (such as WEEE prevention plans or other specific activities) are invoiced separately. AMBILAMP issues quarterly invoices once producers have submitted their quarterly declarations of products placed on the market, resulting in four invoices per year.

Logistics and Treatment Network

AMBILAMP coordinates a nationwide network of qualified transport operators and authorised treatment facilities, selected through competitive tendering processes carried out every four years, with the territory divided into geographical areas. For municipal collection points, AMBILAMP signs Framework Agreements with Regional Administrations, in cooperation with other WEEE PROs, and participates in the Oficina de Coordinación (Coordination body). For private collection points, AMBILAMP develops and operates its own collection network. It has a total of around 40 000 collection points across Spain and works together with 25 authorised treatment plants. Its collection performance in 2024 was 14 190 tons.

Communication and Awareness

AMBILAMP is widely recognized for its communication and awareness-raising campaigns, including national TV and media campaigns. More recently, communication activities have focused on campaigns approved under the Framework Agreements with Regional Administrations, tailored to the needs of municipalities. AMBILAMP also carries out B2B communication activities and participates in trade fairs targeting installers, wholesalers and large industrial stakeholders.
